Official Rules

Last updated October 28, 2026. These Official Rules govern the Washington Clean Buildings Portfolio Giveaway (the "Giveaway").

NO PURCHASE OR PAYMENT OF ANY KIND IS NECESSARY TO ENTER OR WIN. A PURCHASE, DEPOSIT, PROPOSAL, OR MEETING DOES NOT INCREASE YOUR CHANCES OF WINNING. ENTRY IS FREE. NO CALL OR MEETING IS REQUIRED TO ENTER OR WIN.

1. Sponsor

The Giveaway is sponsored by Vert Energy Group, Inc., 100 Spectrum Center Drive, Suite 900, Irvine, CA 92618("Sponsor"). This is a promotional contest of chance to promote Sponsor's Washington Clean Buildings Performance Standard (CBPS) services. It is not a raffle or lottery. The Giveaway is not affiliated with, endorsed by, or sponsored by the Washington State Department of Commerce or any government agency.

2. Eligibility

Open to United States residents who are 18 years of age or older and who are the owner of record, or an authorized officer, employee, or property manager acting for the owner of record, of at least one building located in Washington State that is a covered building under the Washington Clean Buildings Performance Standard (WAC 194-50) and is 20,001 gross square feet or larger. Void where prohibited. Not eligible: employees, contractors, and agents of Sponsor and their immediate family members and household members. Washington law governs.

3. Entry Period

The Entry Period begins Tuesday, October 6, 2026 at 12:00 AM Pacific Time and ends Monday, November 30, 2026 at 5:00 PM Pacific Time for online entries. Online entries must be received before that cutoff. Mail-in entries must be postmarked on or before November 30, 2026 and received by December 5, 2026. A timed postmark is not required. Sponsor's server clock is the official clock for online entries.

4. How to Enter

Online: During the Entry Period, complete the free entry form at https://washingtoncbps.com/giveaway with your name, work email, phone, company, and Washington building count. Review these Official Rules for eligibility and entry requirements. One entry per person and one entry per email address.

Free alternate method of entry by mail: Hand-print your name, work email, phone, company, Washington building count, and the words "Washington Clean Buildings Portfolio Giveaway" on a 3" x 5" card and mail it in a stamped envelope to: Vert Energy Group, Inc., Attn: Washington CBPS Giveaway Entry, 100 Spectrum Center Drive, Suite 900, Irvine, CA 92618. Mail-in entries receive the same single chance as online entries. Duplicate, automated, or bulk entries are void.

5. Prize and Approximate Retail Value

One (1) Grand Prize: Washington CBPS compliance services from Sponsor for the winner's eligible Washington buildings or portfolio (the winner may allocate services across one or more eligible Washington buildings within the prize cap). Services include energy benchmarking, energy use intensity target support, energy management plan, operations and maintenance program, Washington State Department of Commerce portal submission, and the Early Adopter incentive application where the building qualifies. They are delivered free of charge.

Approximate retail value: valued at $50,000 in Vert Energy Group Washington CBPS compliance services for the winner's eligible Washington buildings or portfolio. This is a Vert CBPS services cap. Unused scope within the cap is forfeited. No cash alternative.

Total approximate retail value of all prizes: $90,000.

Only one Grand Prize will be awarded. No transfer by the winner. Sponsor may substitute services of equal or greater documented value. To redeem the prize, the winner follows the redemption steps in Section 8A. No purchase is necessary to receive or use the prize: the winner may select buildings or services that fit within the ARV and is never required to buy the rest.

Weekly Prizes. In addition to the Grand Prize, Sponsor will award eight (8) Weekly Prizes, one in each Weekly Drawing listed in Section 7. Each Weekly Prize is a $5,000 Vert Energy Group Washington CBPS services credit, redeemable for up to $5,000 of Sponsor's Washington CBPS compliance services for the winner's eligible Washington buildings. Approximate retail value of each Weekly Prize: $5,000. Total approximate retail value of all Weekly Prizes: $40,000. The credit has no cash value, no cash alternative, and is not transferable. The credit is redeemed through the steps in Section 8A. No purchase is necessary to receive or use the credit. The credit must be redeemed by December 31, 2027; unused credit is then forfeited. A person, company, or household may win no more than one (1) Weekly Prize. Winning a Weekly Prize does not affect eligibility for the Grand Prize.

5A. Service protections (not Giveaway prizes)

The following describe process protections under a Vert service agreement when a customer purchases Vert Washington CBPS services. They are not entry prizes, not Giveaway odds enhancers, and do not apply solely by entering this Giveaway.

  • 60-day clock / payment / refund: If Vert does not complete the scoped compliance report within 60 days of the agreed start under the service agreement, the customer receives a money-back refund on that covered fee for the incomplete scoped work.
  • Unlimited revisions: Vert handles revisions and resubmissions for the agreed filing scope under the service agreement.
  • Penalty protection under agreement: If Vert misses a filing deadline or drops a covered property from the list under Vert's control, Vert covers the resulting Washington CBPS penalty for that building under the service agreement, as stated in the agreement.

Soft eligible-filing support (where eligible, help filing Tier 2 and enhanced incentives) may be offered; incentive awards are not guaranteed. Soft Tier 2 100% fee-cover claims are not part of these Rules.

Service protection terms, including Incentive-Backed protection, are in the Service Protections Program Terms at washingtoncbps.com/service-protections. They are not Giveaway prizes and do not apply solely by entering.

6. Odds

Odds of winning depend on the number of eligible entries received. Each eligible entry has an equal chance in each drawing it is eligible for. Odds of winning a Weekly Prize depend on the number of eligible entries in that Weekly Drawing.

7. Random Drawings

Weekly Drawings. Each eligible entry is automatically entered in every Weekly Drawing whose weekly entry window closes after the entry is received, and in the Grand Prize drawing. Each weekly entry window closes on a Monday at 5:00 PM Pacific Time. On the Tuesday after each window closes, at approximately 10:00 AM Pacific Time, Sponsor will select one potential Weekly Prize winner at random from all eligible entries received up to that window's close, excluding prior Weekly Prize winners.

Mail-in entries count from the Weekly Drawing window in which they are received. Mail-in entries received after the final weekly window closes (Nov 30, 2026, 5:00 PM PT) are eligible for the Grand Prize drawing only.

Grand Prize Drawing. On Sunday, December 6, 2026 at approximately 10:00 AM Pacific Time, at Sponsor's office, Sponsor will select one potential winner at random from all eligible entries received.

Each drawing is witnessed by two people and recorded. Potential winners need not be present.

8. Winner Notification and Response

Sponsor will notify each potential Weekly Prize winner by phone and email within two (2) business days after the Weekly Drawing, and the potential Grand Prize winner by phone and email by Wednesday, December 9, 2026. The potential winner must respond within seven (7) days and complete an affidavit of eligibility within seven (7) days of receiving it. Sponsor may verify covered-building status using public records. If a potential winner is ineligible, cannot be reached, or does not respond on time, Sponsor will draw an alternate the same way, up to three alternates.

8A. How a Prize Is Redeemed

After the affidavit is accepted, the winner sends Sponsor a list of the Washington properties the winner wants the prize applied to. Sponsor uses the list to confirm that each property is a covered building that must comply with the Washington Clean Buildings Performance Standard. A meeting with Sponsor to review the list is offered but is not required.

Sponsor then gives the winner a written proposal for the compliance services those properties need, with the full prize value ($50,000 for the Grand Prize, $5,000 for a Weekly Prize) credited on the proposal. If the services the properties need cost less than the prize value, the proposal shows only those services, the winner pays nothing, and the unused value is forfeited.

Services beyond the prize value are optional. If the winner chooses to add them, the winner pays only the amount above the prize value. Declining additional services does not affect the prize.

9. Taxes

The winner is solely responsible for any federal, state, and local taxes on the prize. Sponsor will issue an IRS Form 1099 if required. No other payment to Sponsor is required to claim the prize.

10. Publicity Release

Where permitted by law, Sponsor may ask to use the winner's company name, city, and the fact of winning in promotional materials without further compensation. The winner may decline in writing at acceptance. Declining does not affect the prize.

11. Limitation of Liability

To the extent permitted by law, Sponsor is not responsible for lost, late, incomplete, misdirected, or delayed entries, or for technical failures of any kind. Nothing in these Official Rules limits rights under the Washington Consumer Protection Act or RCW 19.170. Sponsor may cancel, suspend, or modify the Giveaway if fraud, technical failure, or any factor beyond its reasonable control impairs administration. In that case Sponsor may draw from eligible entries received before the event.

12. Privacy

Entry information is used to administer the Giveaway. Entry alone gives no marketing consent, and you do not have to agree to marketing to enter or to win. This site does not collect consent to text messages. We text you only if you text us first or agree separately. Entrants can unsubscribe or opt out at any time. A separate callback request asks Sponsor to contact you about its services; entry itself does not record marketing consent. See the Privacy Policy.
